The early 1960s saw a surge in the number of projected housing sites in ltabashi. At that time, the area was comprised chiefly of open fields that were reserved for housing. From the beginning the complex has attracted much public attention, as Tokyo's largest such project. Many public facilities were built in the area so that a favorable living environment could be created."
